The following is a sample of an "official complaint" to the City of Galveston Planning Department as defined by the General Land Office rules for implementing the Texas Open Beaches Act...this complaint requires that the local governing body contact the GLO within 24 hours with news of the complaint.

Dear Ms. O'Donahoe:
I am registering a
formal complaint of violation by the City of Galveston of City of Galveston Ordinance
93-73, City of Galveston Ordinance 94-26 and the Open Beaches Act, in that the City of
Galveston has not provided adequate, paved parking for approximately 528 vehicles, nor
access to the public beach at one half mile intervals along the stretch of beach between
the west boundary of Apffel Park and Stewart Beach Park's east boundary as required by
said City of Galveston
Ordinances and/or the Open Beaches Act.
I request to be notified of what remedies the City of Galveston is
going to provide and the time frame in which the remedies are going to be effected.
Additionally, I am requesting a copy of the City of Galveston
notification to the General Land Office of this violation, as required to be made within
24 hours of verification of this violation under said City Ordinances, under the
provisions of the Open Records Act. I am willing to pay any reasonable reproduction
costs.
